LocalStack emulates ~100 AWS services inside Docker and shines at testing infrastructure code. pulse is a dev server: it runs the serverless inner loop — AWS Lambda, HTTP APIs, SQS queues, DynamoDB tables — natively on your laptop, in milliseconds, with hot reload and event replay. If your day is writing handler code, pulse is built for exactly that day.

The honest version: plenty of teams should run both. pulse owns the five hundred daily iterations while you write handlers; LocalStack (or a staging account) verifies infrastructure code before deploy. Your handlers are vanilla AWS SDK throughout, so choosing pulse for the inner loop locks you out of nothing — and when you touch a service pulse doesn't support, it fails loudly and tells you, instead of pretending.
